
Rough grading is the process of shaping the lot as per the approved Lot Grading Plan with clay or other equivalent materials native to the site. Rough grading is to ensure the house is built on a solid foundation and to properly convey surface water away from the house and off the property. Rough grading completion is the responsibility of the homeowner, however, it is often completed by the developer or home builder

- Homeowner or builder/developer completes rough grading work after the house is built
- An Alberta Land Surveyor or VNCO is hired to prepare a Rough Grade Certificate
- VNCO assists the applicant identify any deficiencies before submitting Rough Grade Certificate to the City/County
- VNCO submits Rough Grade Certificate to request for inspection after deficiencies are addressed
- Inspection will be conducted within 5-10 business days depending on weather and workload
- Rough grades in Edmonton must be approved within 18 months of the building permit being issued
